Extract from letter received from the Commander-in-Chief, China Station, dated 38th August 1887
I concur with the Commodore that it is most important that there should be an efficient, reliable, and contented European Police Force for the protection of the Dockyard, which contains stores and property of immense value; in addition to the practical need of the same for efficiency, and that, until the Police are placed in a position not inferior to that of the Colonial Police Force, satisfactory recruits cannot be obtained. Unless this is the case the men will naturally always be on the look out to better themselves so long as more lucrative berths are easily to be got in the Colony.
2. The prospect of a Pension at the end of their service, and less restriction on marriage would induce a steadier class of men to join and settle down in the Force.
